Access to low-cost testing kits is essential is to keep schools opened

Perils of keeping schools closed are now universally acknowledged. In fact, the Worldwide Commission to Educate All Kids (post-pandemic) is calling for an international treaty that would be binding on countries to not close schools except during extreme natural disasters or war.

Countries around the world have reopened schools after 20 months but the challenge of keeping them open remains. After evaluating the strategies adopted by countries across the world, we propose the following set of actions for the Government of Sri Lanka.

To minimize infections:
• Complete vaccinating all eligible children, teachers, and other adults in schools
• Continue to emphasize sanitation and distancing requirements
• Make available a stock of low-cost, rapid antigen test kits for self-testing
• Allow school level decision making with oversight by the divisional Medical Officer of Health (MoH)

Many countries like India, Singapore, the UK, Israel, Canada are routinely using self-test antigen kits. Usually, these are given by the school, and stocks are replenished as and when they finish. An antigen test kit can be bought at drug stores in Singapore for about two SGD (LKR 300), and in India, they are even cheaper.

Admittedly antigen tests show varying levels of sensitivity, but combined with other observations, self-test kits provide a strong safeguard against the spread of infections.

To let children continue learning
• Postpone examinations and tests for all but a few core subjects
• Give teachers the freedom to teach other subjects through activities in open spaces or at home
• Advocate holding classes in open and/or ventilated spaces
(Core subjects can be limited to Languages and mathematics since a certain level of literacy and numeracy suitable for each stage of learning is essential for learning other subjects.)

If one or more student is infected:
• Isolate the student but do not close the school
• Trace his/her contacts and test them immediately, and follow-up with regular tests
• Allow anyone who tests negative to remain in school

If a parent/close contact is positive:
• Allow the child to attend school if he/she tests negative
• Keep testing for 1-2 weeks or as prescribed by the MoH in the area.

Sri Lanka should study what’s happening in other countries and ensure that our children are not subjected to any more school closures.

පාසල් විවෘතව තබා ගැනීමට නම්  අඩු වියදම් කොවිඩ්  වියදම් පරීක්ෂණ කට්ටල අත්‍යවශ්‍යය.

නොවැම්බර් 10, 2021

පාසල් වසා තැබීමෙන් සිදුවන හානිය අතිමහත් බව දැන් ලෝකයම  පිළිගෙන ඇත. මේ නිසාම “සියලුම ළමයින්ගේ පශ්චාත් වසංගත අධ්‍යාපනය සඳහා වන ලෝක ව්‍යාප්ත කොමිසම” විසින් ස්වාභාවික විපත් හෝ යුද්ධයකදී හැර පාසල් වසා නොදැමීම පිළිබඳ අන්තර් ජාතික ප්‍රඥප්තියක් මේ වන විට පිළියෙළ කරමින් සිටි.

පාසල් නැවත විවෘත කරත් ඒවා විවෘතව තබා ගැනීමේ අභියෝගයට  මුහුණ දීමටද  රටවල් සූදානම් විය යුතුය. ඒ සම්බන්ධයෙන්  අප විසින් ලොව පුරා රටවල් විසින් අනුගමනය කරන ලද උපාය මාර්ග ඇගයීමකින් පසු  පහත සඳහන් ක්‍රියාමාර්ග මාලාව ශ්‍රී ලංකා රජයට  යෝජනා කර සිටිමු.

ආසාදන අවම කිරීම සඳහා:

  • වයස් සුදුසු කම් සපිරලන සියලුම දරුවන්ට හා ගුරුවරුන්ට සහ අනෙකුත් පාසැල් සේවකයන්ට එන්නත් කිරීම ලබා දීම සම්පූර්ණ කරන්න,
  • සනීපාරක්ෂාව සහ දුරස්ථභාවය ආරක්ෂා කිරීමේ අවශ්‍යතාවය දිගටම  අවධාරණය කරන්න.
  • ස්වයං-පරීක්ෂා කිරීම සඳහා අඩු වියදම් රැපිඩ් ඇන්ටිජන් ටෙස්ට් කට්ටල තොග ඇනවුම් කර පවත්වා ගන්න.
  • ප්‍රාදේශීය සෞඛ්‍ය වෛද්‍ය නිලධාරී (MoH) ගේ අධීක්ෂණයෙන් පාසල් මට්ටමෙන් තීරණ ගැනීමට ඉඩ දෙන්න.

ඉන්දියාව, සිංගප්පූරුව, එක්සත් රාජධානිය, ඊශ්‍රායලය, කැනඩාව රටවල වැනි ස්වයං පරීක්ෂණ කට්ටල පාසලෙන් ළමයින්ට ලබා දෙන අතර, ඒවා අවසන් වූ විට තොග නැවත පුරවනු ලැබේ. මෙම  පරීක්ෂණ කට්ටලයක් සිංගප්පූරු ඩොලර් දෙකකට (හෝ  රුපියල්  300 කට ) පමණ සිංගප්පූරුවේ ඖෂධ සැල් මගින්  මිලදී ගත හැකි අතර ඉන්දියාවේ ඊටත් වඩා ලාභ වේ. රැපිඩ් අන්ටිජන් පරීක්ෂණ වල   සංවේදීතාවය සියයට සියයක් නොමැති වුවත්, ආසදිතයකු යයි සැක කෙරෙන අයෙකුගේ අනෙකුත් බාහිර නිරීක්ෂණ සමඟ එක් කර ගත කල මෙම  ස්වයං-පරීක්ෂණ කට්ටල ආසාදන පැතිරීමට එරෙහිව හොඳ  ආරක්ෂාවක් සපයයි.

වසංගත තත්ව යටතේ අධ්‍යාපනය සාර්ථකව ලබා දීම සඳහා:

  • හර විෂයයන් කිහිපයක් හැරුනු කොට අනෙකුත් සියලුම විභාග සහ පරීක්ෂණ කල් දමන්න.
  • විවෘත අවකාශයේ හෝ නිවසේ සිට කෙරෙන ක්‍රියාකාරකම් පාදක අධ්‍යාපනයක් ලබා දෙමට ගුරුවරුන් උනන්දු කරවන්න.
  • හැකි තරම් දුරට විවෘත සහ/හෝ වාතාශ්‍රය ඇති ස්ථානවල පන්ති පැවැත්වීම නිර්දේශ කරන්න.

එක් සිසුවෙකු හෝ වැඩි ගණනක් ආසාදනය වේ නම්:

  • සිසුවා හුදකලා කරන්න, නමුත් පාසල නොවසන්න.
  • ඔහුගේ/ඇයගේ සම්බන්ධ වූ සියළු දෙනා සොයාගෙන ඒ අය වහාම පරීක්ෂාවට ලක් කරන්න. නිතිපතා පරීක්ෂණ කරමින් පසු විපරම් කරන්න
  • පරීක්ෂණයෙන් හා වෙනත් බාහිර ලක්ෂණ වලින් ආසාදනයක් නොපෙන්වන අයට පාසලේ රැඳී සිටීමට ඉඩ දෙන්න

සිසුවකුගේ පවුලේ කෙනෙකු ආසාදිත නම්:

  • සිසුවාව පරීක්ෂණ භාජනය කර ආසාදනයක් නොපෙන්වයි නම් දරුවාට පාසලට යාමට ඉඩ දෙන්න.
  • සති 1-2 ක් තුල හෝ ප්‍රදේශයේ MoH විසින් නියම කර ඇති පරිදි පරීක්ෂණ පවත්වන්න.

ශ්‍රී ලංකාවේ අප විසින්  වෙනත් රටවල සිදුවන්නේ කුමක්ද යන්න ගැන නිරන්තරයෙන් විමසිල්ලෙන් සිටිමින් අපගේ දරුවන් තවත් පාසල් වැසීමකට ලක් නොකිරීමට  අවශ්‍ය සෑම පියවරයන් ගත යුතුය.
